Lot Splitting Bill Signed by Governor

Surprising many, House Bill 1096, the Lot Splitting Bill, cleared the last hurdle getting signed by Washington State Governor, Bob Ferguson, on May 17, 2025. It will be effective 7/27/2025. 

There has been enthusiasm for the bill over the last two legislative sessions. In 2024, it passed out of the House on the very first day of session. However, local governments have expressed concern that with all the other middle housing changes brought on by HB 1337 and 1110 in addition to working on the mandatory Comprehensive Plan updates, this was just too much to implement at this time and pushed back. 

This session, the Legislature was feeling the pressure to deliver on the 1.1 million new housing units the Department of Commerce has indicated Washington State needs by 2044, and is pulling out the stops to make it happen, passing HB 1096 with only days to spare in the Legislative Session.
